Matt Meynell
Organisational Change and Interim HR Management

Matt has over 15 years experience working in senior public sector roles across Central Government and in the NHS.


As part of Civil Service HR based in the Cabinet Office, Matt helped establish Expert Services that worked across all Government Departments, providing services for over 400,000 staff. This included the establishment of Civil Service (CS) Employee Policy, CS Reward, the Workplace Adjustment Service, CS Mediation and CSHR Casework.


He was then appointed HR Director for EU Exit in DEFRA (a Department significantly affected by Brexit). He led his team to deliver on the recruitment of 1,000s of employees and transformed the Departmental approach to resourcing. 


Throughout this, he supported a team under significant pressure and built the credibility of HR with senior leaders and ministers, demonstrating a high level of political sensitivity and integrity.


Most recently, Matt was appointed Joint HR Deputy Director, Resourcing and Strategic Planning in the NHS (South West London and St George’s and South London and Maudsley NHS Trusts), providing HR leadership in a mental health trust during COVID-19.


He has particular strengths in turning around struggling and underperforming teams, providing leadership and direction, building morale and gaining credibility at all levels.


Matt is a commercially aware, emotionally intelligent HR leader with a track record for successfully running complex change programmes, developing HR Expert Services and delivering savings.
